The House of Representatives is the lower legislative house of the Congress of Eagleia. Congress is made up of a Crown, a House of Lords and a House of Representatives.

The House of Representatives members are elected by the people of Eagleia directly though elections held at least once every five years. Representatives represent electoral districts, which are formed out parts of, or one or more of, Counties of the Provinces of Eagleia's States (Goldentine, Sunnia, Northia, and Einea) or out of parts, or one or more Districts of Eagleia's territories (Reginaland and Corona) or from parts of Eagleia's federal capital (Eagleton). Each electoral district must contain about 1 million people, whether voting citizens or not. There are therefore 445 electoral districts, representing Eagleia's population of 445 million, and hence 445 seats in the House of Representatives.

It is usually (or always, by convention) from the House of Representatives that the Governor-General choses a Prime Minister (a Prime Minister can technically be chosen from the House of Lords, but that has yet to happen as the Lords are not elected), a person who holds the confidence of the House (usually the person who leads the largest party in the House). The House of Representatives is headed by a Speaker, who is elected by members of the House, and formally appointed by the Governor-General.

Most government and money related bills will by convention originate from the House of Representatives, with the Lords usually approving, and only slightly altering it, if at all, unless the bill appears to be against the will of the people, or unconstitutional.

The House is made up of 445 Representatives. Each seat represents about 1 million people. 162 of the seats are from Goldentine, 158 from Sunnia, 70 from Northia, 46 from Einea, 3 from Reginaland, 1 from Corona, and 5 from Eagleton. Representatives can belong to a federal political party or be independent (although this is rare).
